Will I become an Indian Citizen automatically after 10 years of staying in India ?

 

No. Citizenship never comes automatically no matter how many years you stay in a country

Will I be treated as a “person resident outside India” for FEMA purpose?

No. You will be considered as a “Person resident in India” as per FEMA
